Assigning
Decide who works each inspection, and whether inspectors may create their own.
An inspection is created from a property type, an inspection template and an inspection date. On the web, the Setup step also takes the inspectors. Preferences has a switch for whether inspectors can create inspections.

- The web assigns several inspectors to one inspection; the phone assigns one.
- Connection
- Creating an inspection on the phone needs a connection.
